The Commission will hold a hearing commencing on 18 July 2011 at 11:00 a.m. at the Commission Headquarters, 1 Promenade du Portage, Gatineau, Quebec. The Commission intends to consider, subject to interventions, the following applications without the appearance of the parties:

23. Gabriola Radio Society
Gabriola Island, British Columbia
Application 2010-1554-5:
Application by Gabriola Radio Society for a broadcasting licence to operate an English-language FM Type B community radio programming undertaking in Gabriola Island.
In Campus and community radio policy, Broadcasting Regulatory Policy CRTC 2010-499, 22 July 2010, the Commission announced that it would remove the distinction between Type A and Type B community stations. In order to do so entirely, the Commission must amend the Radio Regulations, 1986 (the Regulations). As such, when the Regulations are amended, this type of designation will become irrelevant.
The proposed station would operate on frequency 98.7 MHz (channel 254A1) with an effective radiated power of 80 watts (non-directional antenna with an effective height of antenna above average terrain of 178 metres).
The Commission may withdraw this application from the hearing if it is not advised by the Department of Industry, at least twenty days prior to the hearing, that the application is technically acceptable.

This is our “development progress journal”, providing some details of the critical steps we are achieving on our way to being “on – air”.

GRS has a new website http:///www.ckgi.cawhich features a replaying pre recorded audio stream that includes new and emerging artists that have provided us with royalty free play on our website. Our “Issues in Focus” podcast pilot project, “Voices From the Salish Sea” is also introduced. The website is an ongoing productive group effort that demonstrates a commitment to a comprehensive audio service. http:///www.ckgi.ca presents postings of our regular public board meeting minutes, demonstrating our ongoing commitment to public participation with this proposed station.

Our Application with the CRTC: Filed October 14, 2010, CRTC # 2010-1554-5
GRS intervened and Rogers was denied their application (CRTC decision 2010 – 180) for the CIOC expansion which now permits Gabriola Radio Society to apply for 98.7FM.
Rogers has applied again to expand CIOC (CRTC application 2010-1180-0) Rogers has not confirmed with GRS that this new application will permit CKGI to operate at its proposed 80 watts erp (178 metres ehaat). We will ask the commission to deny the Rogers newest application and will forward an intervention. We have communicated directly with Rogers personnel and offered to help find a mutually acceptable solution to their perceived signal quality issues.
Our updated Application for our own FM broadcast license on 98.7 is active and on file with the CRTC see their reference 2010-1554-5
We have now responded to two sets of information requests from the CRTC and expect our Application to be open for intervenors’ comments very soon. This will be your chance to give us your endorsement. ( updated, December 6, 2010 )

We have now supplied all the documentation that our Engineer requires to complete our technical submissions to Industry Canada and the CRTC for a 60 Watt station.

Events Management
GRS hosted the NCRC 2010 on Gabriola and during that event broadcast on 98.7 FM under an Industry Canada Special Event Limited Duration Licence which was exempted from the CRTC under policy 2000-10. The event drew some 30 stations and over 100 staff, speakers, local volunteers and performers from all across Canada. GRS again demonstrated its organizational and financial management capability and made a significant contribution to Community and Campus Radio in Canada.

We have made significant progress with regard to our transmission tower site and are now in a position to make a contract for rights of way that will enable construction. We are planning upon a partnership relationship with emergency service responders who will share the tower resources and compliment our “24/7 Emergency FM Broadcast” function. We have found a retail store front space that would serve as our project management office until June 2013. We have received unsolicited requests for Life Time Memberships at $1,000 each!
“24/7 Emergency FM Broadcast Services”
A hallmark of our mission is to provide a “survivable” transmission capability that assures our tower, transmitter, power and studio equipment will serve the islands community under the most severe natural crises. Our tower will not only continue to broadcast FM, but we will carry the communications signals for our major first responders as well. This is a fundamental promise to our community. Once proven, we fully intend to share the designs and operating procedures with any other station that expresses an interest. Again, our associated stations in the Salish Sea will be invited to take up this service in their own broadcast areas.
Studio design is currently at the concept stage but is now in the hands of an architect whom we would engage to complete the plan.

Financial Management
We are solvent, and with our accounts receivable converted to cash, we will be able to meet the costs of our CRTC Application.

John Roman has produced several reviews of recently released “folk genre” music, mainly from Canadian artists. You can check out his critiques under the “Music Reviews” heading in our main menu. John comes to his contribution with a love of history and international folk music. He will host a regular “show” when we are “on-air”.

“The Interview aka Volunteer Broadcasters and Spoken Word on CKGI”
We have begun our contribution to NCRA’s “GroundWire” National Community News Feature with an awareness piece focussed upon our home, “The Salish Sea”. Featured issues will include: protecting the humpback whales from net entanglement; protection of groundwater; Canada’s first Green Party Leader – an MP in Parliament from “The Salish Sea”; history of “The Salish Sea”.
Our productions by NewOld Media are in the public domain, in the public interest.
